Register here to join Asia Society Northern California for an off-the-record Executive Roundtable discussion on Two Years Into Biden's Asia Policy with Pamela Phan, Deputy Assistant Secretary for Asia in the International Trade Administration at the U.S. Department of Commerce. This private event is for Board, Advisory Council, Groundbreaker, and Innovator Members and will be held on Tuesday, November 8, 2022, from 11:00 a.m. - 1:00 p.m. Pacific in San Francisco. The discussion will be moderated by Priya Rajan, Managing Director at Silicon Valley Bank and Market Lead for India, MENA and SEA in SVB’s international market development team, Global Gateway.

While negotiations under the Indo-Pacific Economic Framework for Prosperity (IPEF) are underway, the Department of Commerce continues to prioritize bilateral and regional initiatives that are critical to deepening the U.S. presence and advancing U.S. foreign and economic policy priorities in Asia. This conversation will focus on U.S. commercial efforts across the region that happened in 2022, including key engagements such as the U.S.-Japan Economic Policy Consultative Committee, the U.S. Singapore Partnership Growth and Innovation, the U.S.-Taiwan Technology Trade and Investment Collaboration Framework, and look ahead to 2023, as the Department works with the U.S. interagency to host APEC and bring its largest trade mission, Trade Winds, to the region.

SPEAKER BIOS

As the Deputy Assistant Secretary for Asia, Pamela Phan is responsible for developing programs, policies, and strategies designed to strengthen the United States’ commercial position in Asia. She oversees over 200 employees across 16 markets in Asia and in Washington, D.C. who promote U.S. exports, especially among small and medium-sized enterprises; advance and protect U.S. commercial interests overseas; and attract inward investment into the United States. In addition, she directs Department of Commerce efforts to formulate trade policy and resolve market access issues facing U.S. exporters seeking to sustain and expand their businesses in Asia.

Ms. Phan is a career civil servant who spent nearly a decade at the Department of State before joining the Department of Commerce. Immediately prior to her current assignment, she served as the Acting Special Representative for Commercial and Business Affairs at State, where she led agency efforts to promote entrepreneurship, innovation, and responsible business conduct and to advocate for U.S. businesses abroad. From 2018-2020, she served as State’s Liaison to the Overseas Private Investment Corporation (OPIC) during OPIC’s historic transformation into the U.S. International Development Finance Corporation. As State’s Senior Investment Treaty Negotiator, she also played a leading role in numerous U.S. investment treaty and free trade agreement negotiations spanning three separate Administrations.

Ms. Phan is a specialist in international investment and Chinese law who has held teaching positions at Stanford Law School and the George Washington University School of Law and as a visiting scholar at law schools in China. Before joining the Department of State, she ran the Master of Laws Program in International Economic Law, Business and Policy at Stanford. Her prior government experience includes two years on Capitol Hill focusing on human rights and rule of law developments in China.  Earlier in her career, she spent nearly six years as a corporate transactions lawyer in New York, Hong Kong, Beijing, and Singapore.

Ms. Phan holds a juris doctorate from Columbia University School of Law and a Bachelor of Arts. from Stanford University.  She is licensed to practice law in New York and California. A native speaker of English and Vietnamese, she is also fluent in Mandarin Chinese.

Priya Rajan (Moderator) is Market Lead for India and MENA in SVB’s international market development team, Global Gateway. She provides market entry advice and insights on cross-border engagement focused on constituents in the innovation ecosystem – founders and investors.  

Priya’s work with Indian entrepreneurs and venture capital funds has yielded tangible value with founders accessing leading programs in the U.S. like Y-Combinator and investors getting visibility of great founders and deals.  

Priya calls on her experience, expertise and connections to champion a more inclusive innovation economy. She works closely with community leaders, including Change Catalyst, Kapor Capital, and YC Female Founders. She sits on the board of directors at non-profits Big Brothers Big Sisters and Women Who Code – an organization dedicated to helping women excel in technology careers. As a venture partner at Xfund, Priya connects VC firms with superior research universities and advisor at Entrepreneurship at Cornell University. 

Priya co-created the Diaspora Community initiative at SVB and is a charter member of TiE, a nonprofit focused on nurturing the next generation of entrepreneurs with Indian ties.  

Prior to joining Global Gateway, Priya was a Director in our early stage practice (Startup Banking) where she led university programs and SVB Trek for student entrepreneurs. Leading to partnerships with Dorm Room Fund, The House Fund, Stanford Venture Studio and Rough Draft Ventures. 

Priya’s career at SVB Financial Group began as a global group financial officer, a pivotal role in the Finance team. Earlier in her career, she held financial management positions at Charles Schwab and Enterprise Rent-A-Car. In addition to a bachelor’s degree from the University of Madras and a master’s degree in international business from Queen’s University, Priya holds an MBA in business administration from Cornell University and a California CPA in accounting and business administration.
